UAE Warns Online Insults Carry Fines Up to Dhs500,000

Legal repercussions for online misconduct in the UAE have been underscored by the nationwide campaign, “The UAE Is Safe with Your Digital Awareness.” The initiative, which coincides with Cybersecurity Awareness Month in October, serves as a formal reminder that individuals who engage in defamation or insults through digital platforms face severe consequences, including imprisonment and financial penalties as high as Dhs 500,000.

This awareness drive is a joint effort between the UAE Ministry of Interior, Dubai Police, and the Dubai Electronic Security Centre (DESC). By leveraging an instructional video, the campaign seeks to cultivate responsible digital behavior and improve public understanding of cybercrimes, online fraud, and the tactics employed by criminals to abuse emerging technologies, including artificial intelligence.

The legal framework governing these offenses is rooted in Article 43 of Federal Decree-Law No.

34 of 2021 on Combating Rumours and Cybercrimes. Under this legislation, any individual found guilty of insulting another person—or attributing actions to them that could invite contempt or punishment—via an information system or network may be sentenced to jail and fined between Dhs 250,000 and Dhs 500,000. The law specifies that penalties may be applied as a single punishment or in combination.

A critical provision of the law establishes more severe consequences if the insult is directed toward a public official or a person performing a public service while they are fulfilling their professional duties. The authorities emphasized that online posts are not anonymous or without consequence, and every user holds legal accountability for their digital output. The law also establishes an aggravating circumstance when the offence is committed against a public official or a person entrusted with a public service in connection with their duties.

Beyond addressing defamation, the campaign promotes a shift toward constructive discourse and mutual respect. It encourages users to engage in positive dialogue that aligns with the nation’s social values, discouraging mockery and personal attacks. By strengthening digital literacy, officials aim to create a safer virtual environment where residents can protect themselves and others from the evolving threats of the digital age. Ridicule or offend others, emphasising that everyone is responsible for the words they share online, the campaign is urging social media users to think carefully before posting comments that could hurt. Rather than personal attacks, mockery or offensive remarks, it highlights the importance of using social media for constructive expression and the respectful exchange of opinions.
