USA Cricket Sets New Board Amid Bankruptcy Restructuring

USA Cricket’s long-standing governance crisis has reached a new phase as bankruptcy trustee Mark Dennis appointed three independent directors to oversee the organization’s emergence from Chapter 11. Selina Kaing, Patrick Singleton, and Norman Wain have been selected to take control of the embattled body, a move formalized within a reorganization plan filed in the United States Bankruptcy Court. The latest documents now provide a clearer picture of the responsibilities awaiting the independent directors.

The restructuring plan, which aims to stabilize the sport’s national administration, has gained support from American Cricket Enterprises (ACE), the parent company of Major League Cricket. As part of this path toward solvency, ACE has committed to providing an additional $3.14 million in supplemental financing. This investment, which sits above the figures outlined in a previous July settlement, intends to ensure the organization remains funded through 2029, even if ICC reinstatement is delayed. According to the proposed appointments, outlined in a comprehensive reorganization plan filed in the United, Bankruptcy Court, form a key element of a broader restructuring supported by American Cricket Enterprises (ACE), the owners of Major League Cricket (MLC), which has also committed to providing up to $3.145 million in additional financing to keep the governing body operational during its ICC suspension. The appointments represent a deliberate departure from the traditional composition of American cricket boards. By making provisions for financing extending beyond the Los Angeles Olympics and into 2029, ACE and the trustee are effectively accounting for the possibility that ICC reinstatement could take considerably longer than ho.

These appointments follow a rigorous selection process monitored by both the United States Olympic & Paralympic Committee (USOPC) and the International Cricket Council (ICC). Once the bankruptcy plan takes effect, the current board will be dissolved, and the three new directors will immediately assume their roles. The trustee has requested a court confirmation hearing for early 2027, eyeing a January 29 deadline for the financing deal to be finalized. The trustee has sought a confirmation hearing around January 15, 2027, or no later than January 22, with the financing arrangements requiring a confirmation order by January 29.

The new directors bring diverse expertise to the governing body. Selina Kaing offers over two decades of corporate experience, having held executive positions at global giants such as Google, Disney, and Nestlé. Patrick Singleton, a three-time Olympian from Bermuda, provides significant international sports administrative experience through his former roles with the World Olympians Association and the International Olympic Committee’s Athletes’ Commission. Norman Wain adds legal depth, drawing from his 14-year tenure as the chief of business and legal affairs and general counsel at USA Track & Field. He served on the International Olympic Committee’s Athletes’ Commission between 2016 and 2020 and has held executive responsibilities with the World Olympians Association. Unlike his fellow appointees, Singleton also has a personal connection with cricket, having played amateur cricket for Bermuda’s Southampton Rangers. From 2010 to 2024, as chief of business and legal affairs and general counsel at USA Track & Field, one of the country’s most prominent Olympic sports organizations, he spent 14 years. There is also a significant financial dimension to the rebuilding exercise.

Under the revised constitutional framework, this board will hold authority to address the organization’s three primary objectives: achieving reinstatement of ICC membership, securing a long-form commercial agreement with ACE, and satisfying all regulatory governance requirements. The mandate to finally resolve the commercial relationship with ACE is viewed as critical, as previous friction between the governing body and the league owners was a central factor in the organizational collapse. Nevertheless, by linking the transitional board’s authority to ICC reinstatement rather than a fixed electoral deadline, the proposed constitution leaves considerable scope for an extended period of independent oversight. The new board will be required to work collaboratively and in good faith with ACE to finalize an agreement consistent with the economic and structural terms of the original 2019 Term Sheet, under the proposed plan. Eventually contributing to the breakdown in relations that preceded bankruptcy, the inability of the Pisike-led faction and ACE to agree on a long-form commercial agreement had been among the principal sources of friction for years.

The new structure expects to eventually expand the board to between nine and eleven members, with at least 33.3 percent of the voting power reserved for athlete representatives. However, the current roadmap raises the possibility that USA Cricket could head into the 2028 Los Angeles Olympics without holding general membership elections, provided the ICC remains concerned about the administrative stability of the U.S. cricket landscape. The terms of all existing USA Cricket directors will immediately expire, formally drawing the curtain on a board whose prolonged internal divisions and administrative failures eventually plunged American cricket into one of its most consequential governance crises, at that point. The documents do not explicitly prohibit elections before LA28 or prescribe a timeline for restoring elected governance. The arrangement appears designed to insulate the governing body from the electoral battles that have so often derailed its functioning, in a cricketing administration where membership elections have repeatedly descended into factional disputes and challenges to board legitimacy. Allowing players a voice in the administration without necessarily reopening the wider electoral process that has historically been a source of conflict, athlete representation could still be accommodated in the interim. The arrangement is especially revealing for the contingency it creates.

This caution stems from a history of instability, including the repeated suspension and eventual 2017 expulsion of USA Cricket’s predecessor, the United States of America Cricket Association (USACA). According to USA Cricket’s predecessor, the United, Of America Cricket Association (USACA), was suspended on three occasions between 2005 and 2015 before ultimately being expelled from the ICC in 2017. The second objective is particularly important given the history of the dispute.

After its own suspension in September 2025, the current administration is attempting to move past these cycles of failure. The goal is to build a foundation that can sustain the sport, especially as the national team achieves on-field success, such as their recent World Cup League 2 title, and as new infrastructure like the 10,000-capacity stadium in Maryland and the Los Angeles Knight Riders’ Pomona venue begin to take shape. But the organization eventually succumbed to many of the same governance problems, culminating in its own suspension in September 2025, the creation of USA Cricket as its successor was supposed to herald a new beginning.
